[Insert your address and the date] To [insert names of local councillor], I live in [insert your ward] and recently applied/reapplied (delete as appropriate) for my Blue Badge and have been asked to attend a face to face appointment for an assessment. I have been shielding since March 2020 and have not yet received my full vaccine/any vaccination against Covid 19. I have been shielding to protect myself as I am at a higher risk of getting the virus and higher risk of becoming seriously ill or dying if I do. Being asked to attend a face to face assessment during a pandemic means I must choose between my application for my Blue Badge, or risking my health and potentially my life. Having a Blue Badge is crucial to me because it allows/would allow (delete as applicable) me to access health care, the local community and essential services such as picking up prescriptions or buying food. The Council have said that they will accept written information instead however they will not accept documentation from my GP. Many disabled people do not have specialists they can call on to provide this documentation and it seems like the council will not accept GP confirmation of conditions. Further, a face to face assessment will not provide any further evidence of my eligibility as I am applying for reasons other than mobility. (Delete if not applicable) By not offering alternative access to the Blue Badge service, I feel that my rights under the Equality Act 2010 are being impinged upon, along with my human right to stay safe. It is unclear how a face to face assessment would offer information not obtainable through phone or video calls. Further, I am concerned about the consent form I have been asked to sign. Essentially it removes any responsibility to the council if I were to get ill by attending. However I cannot give consent freely if I have no meaningful choice, e.g. where there is no alternative. For anyone who is eligible for a Blue Badge, the help it gives is life changing, making the difference between being able to access essential services or not.
